Request for Customer Hookup

 

So you want to hookup to Eastsound Water… great! We look forward to serving you in the near future.

Hooking up to our system is a bit of a process, and depending on your plans, could range from easy to a more complicated one (for example, 3-weeks to 90-days depending on the complexities of your project). But please don’t fear, because we are here to guide you through the steps required to get you connected.

Because connecting has multiple steps, such as account creation and fee collection, all the way to a specific engineering and a construction project, we require that all prospective connections go through a deliberate series of steps to seek approval (it’s probably worth noting too that approval for connecting to Eastsound Water is not guaranteed).

What is a Hookup?

1) First, let’s be sure we’re all talking about the same thing. From our Bylaws, here is our definition of a Member hookup:

Hookup: The water line, valves, and all associated appurtenances used to carry water between the distribution main and the point of use. The portion of the hook up between the water main and the downstream side of the meter setter is EWUA property and is maintained by the Association.

2) Second, the costs for Member hookups are outlined conveniently in our Operating Rules:

6.2.3. Hookups are defined in the Bylaws
6.2.3.1. One Hookup Fee – 1-inch connection – $1,500.
6.2.3.2. One Hookup Fee – ¾ inch connection – $1,200.
6.2.3.3. One Hookup Fee – Larger than 1 inch is a custom rate determined by the EWUA staff.

The Connection Process

Here is the process we will go through with you to hook up to Eastsound Water, and it all starts right here, with you completing this form:

    1. Member/Prospective Member completes the form below with all required fields. Please call our office if you need help; we are here to make this as easy as possible.
    2. Service Viability Assessment. Staff receives your request and begins our viability process. 
      1. Some basic viability checks includes, is the address within our service area?
      2. Does the parcel fully abut an existing main (connections are governed by our Bylaws and Operating Rules)?
    3. A Hydraulic Analysis performed by our Lead Operator and/or a EWUA consulting Engineer.
    4. A Cross-Connection Control Survey done by our Lead Operator based on the information you provide and our own guidelines (you completed a CCCS form when becoming a member).
    5. A payment for relevant costs is then sent to Member.
      1. Member makes payment of membership and hook-up fees as outlined in the invoice. 
    6. Our Operators pull parts and assign them to the service address for installation (EWUA may have to order specialty parts if needed). 
    7. Member schedules excavation and installation of the hookup plumbing as defined by EWUA.
      1. Member or their Excavator will work with EWUA on the timing for install and coordinate the installation.
    8. Once the install is complete and all invoices have been paid, water is now available at the parcel and can now be turned on!

The Secret to Success

Hooking a property or building to a water system is a big deal. The secret to success, however, is to get this process started as early as possible to ensure that we can get plans in place before the end of your construction journey.
