Eastsound Water is a member-owned cooperative. Eastsound Water acts through an elected Board of Directors, which manages the affairs of the cooperative. All revenues are used to provide water to Members within the service area while maintaining and operating the system in compliance with applicable legal standards.

Use of water in the Eastsound Water is conditional upon the availability of water. It is further conditional upon the terms of the Eastsound Water Bylaws, Eastsound Water Operating Rules, Eastsound Water Conditions of Service Governing the Use and Supply of Water, Eastsound Water Design and Construction Standards, the laws and regulations of San Juan County.
